As far back as December 2022, Universal secretly filed permits for Project P515 which is one of two approved onsite hotels. If earlier permits are to be correct, this hotel will be going by the entrance to the park while the eventual second hotel will be going in the backlot near the Curious George parking lot. Now in December, Universal just labeled the permit as P515 and left it alone. Today, they filed additional permits related to the project, but this time put a project description as an 11-story hotel tower.

The NBC Evolution Plan which is Universal’s version of Disneyland Forward allows for two hotels with up to 500 rooms. So we can safely assume that this 11-story hotel will have 500 rooms when it opens. Universal also really likes to work with Loews Hotels so it is likely their partnership will extend to this hotel as well. A while ago I heard this hotel could open as soon as 2026, but if they start soon and work fast, it could open in tandem with the Fast and Furious coaster in 2025.

Up above is a chart of what can be developed as new entertainment uses on the lot.

Here is everything allowed under the new Evolution Plan. As you can see one hotel will be located in the City of Los Angeles and the other in Los Angeles County.
